The CAP participants are organized into six caucuses:

Advocates and Technical Assistance providers for safe drinking water for disadvantaged communities (DACs)
Local, city, and county governments
Environmental Non-Governmental Organizations (NGO’s)
Farmers and agricultural industry representatives
Valley water agency representatives
State/federal/academia

In addition to the five caucus groups, CAP membership also includes a group of agencies and academia that are not part of the caucuses.
